PROGRAMME ALFA - Latin America Academic Training
Description
ALFA (América Latina - Formación Académica) is a programme of co-operation between higher education
institutions of the European Union and Latin America.
Participant countries are the Member States of the European Union and the
following 18 countries of Latin America: Argentina, Bolivia, Brazil, Chile,
Colombia, Costa Rica, Cuba, Ecuador, El Salvador, Guatemala, Honduras, Mexico,
Nicaragua, Panama, Paraguay, Peru, Uruguay and Venezuela.
European Community financial contribution: EUR 42 million.
Creation and development of a systematic and lasting partnership between higher education institutions (HEI)
in Latin America and the European Union, contributing to national and regional economic and social development
in Latin America.
The mobility component of Alfa aims at scientific and technical training
Mobility grants are awarded to: students attending the last year of a degree course (FC - formación complementaria);
mobility of postgraduates in the context of master and doctorate studies (FA - formación avanzada);
mobility of postgraduates for short courses (FCD - formación de corta duración)
and mobility of researchers for specialised scientific courses (FI - formación investigación).
Around 1,200 mobility grants were awarded during the first phase (1994-99) of the Alfa programme
involving 1,300 HEIs from the European Union and Latin America.
It is expected that another 1,200 mobility grants will be awarded during the second phase (2000-05) of the programme.
Objectives

in a Europe of knowledge.

Latin America in their own
countries.
Expected Concrete Results
- Publication of studies and/or results of meetings and/or seminaires.
- institutional documents resulting from meetings related to the proyect.
- implementation proposals for the academic and managment improvement of higher education.
- Web page processing for the dissemination of electronic debates and documents relevant to the institutional and academic management.
- Proposals for future grant programs and knowledge exchange in the field of Foresight and its application to the regional development and integration.
- 2 Master's degree holders (4th level education) of PREST (Manchester University) and the University of Alicante, Spain.
- 22 foresight experienced researchers (potential trainers in foresight training) able to work in a multicultural environment
- Report on the elements increasing and decreasing the free transit across the participating countries in a specific field of study.
- Incorporation of the experiences to the Foresight Guide FOREN.
- 12 monographs "Local vision 2015 of the SELF-RULE network" (by the host institution)".
- 1 shared study "Vision 2015 of the SELF-RULE network".
