To design situations of the economic and social future in which the Carabobo State could be in the year 2020, in order to choose the best options for its future.
To carry out this process with the "fundamental social actors" of the State.

To detect the "strategic variables" that characterize the present behavior of Carabobo State.
To design the scenarios or alternating images through which we may view the evolution needs of the State to the year 2020.
To choose the future image that agglutinates hopes and yearnings of the social actors in order to obtain the cherished scenarios.
To involve all the "social actors" of the development, i.e.: State, Industry, Academy, and Civil Community.
To create a group of "prospective aloofness".
