Foresight Vision 2011 for the Housing and Habitat Program in Venezuela
General Objectives
The objective of the foresight study for the Program Housing and Habitat launched by the Ministry of Science and
Technology is to identify future scenarios in which a region - selected according to the recommendations of the Commission
of Housing and Habitat of the Department of Science and Technology - can be positioned as a test pilot region.
To develop the future scenario, the following items were taken into consideration: opinions of qualified experts,
the direct consultation with regional experts, the analysis of potentials of the selected zone, the best opportunities
a changing environment can offer and the potentials of the given region. The analysis is aimed to identify the
competitive strategy in the urban system.
The conception of the foresight study in the Program of Housing and Habitat is oriented towards the habitat
as the space, a territorial vision, for human survival, while taking into account that 85 % of the Venezuelan
population is urban. The Housing Commission centeralized the debate with relation to the urban and metropolitan
concept, and within both concepts, the evolution of the system of cities and the metropolitan areas,
the metropolitan regions, the intermediate cities.
Specific Objectives
- The impacts of the globalization and new technologies of information and communication.
- The production and the physical distribution of goods and services in cities.
- The articulation through the boundaries of economic, social, political, administrative and cultural systems;
their effects on the quality of life of their citizens, economic, social, administrative and ecological the
sustentabilidad of the cities.
