Reconstruction and Recuperation of Disaster-hit Vargas State, Venezela
Situation
Venezuela is an earthquake-prone country and is occasionally subject to torrential rains, which can cause major
disasters such as the flash-flood and landslide disaster in Vargas State in 1999.
The number of victims of the mudslides and floods was never established with certainty, but is estimated at 10,000 to 30,000.
Hundreds are still considered "disappeared". Material losses from this catastrophe reach four billion dollars, around four percent of Venezuela's gross domestic product.
In addition to the surface damage, the disaster also affected the water and sewage networks.
The populations hit hardest were those that lived in dangerous locations, near the rivers or ravines of the mountainside.
Entire neighborhoods disappeared. Houses, trees and cars were swept up in the current. The mud invaded homes, hotels, streets and parks, leaving many buildings unusable.
Strategic Planning
The case of Vargas, the worst natural disaster in Venezuela in the last century, marks a situation on a map of uncertainty and high complexity. It requires an analysis with constantly changing parameters.
The dynamic strategic planning represents a tool for diagnostic, analysis and reflection suitable for making decisions in an environment of unforeseen events.
In this analysis, the goal is to analyze the main key factors that influence the reconstruction and rebuilding of Vargas State.
